Independent Parking Sensor data generation

As a data engineer and user of the repo I want to remove the dependency from public REST API by building self-sustainable mechanism that replicates the same Parking sensor data used in the sample so we avoid that breaking changes in the API break the Parking Sensor sample

• Create an alternative to the call of the public Parking Sensor REST API
• Integrate the mechanism with the current sample so it works end to end
• [stretch] - Allow the mechanism to operate in 2 modes: batch and streaming
• Integrate with the rest of the mdw solution
