Publish ors at maven central

Problem description

There were several requests of publishing ORS at maven central in order to use it as a library. Although this is possible with little effort, one should be aware that ORS has been developed as a web service application and not as a library. In particular, there are the following issues:

• The ORS Java API has never been developed with library-users in mind and, therefore, does not provide a well-cut interface design
• The ORS Java API is not stable and will be subject to substantial changes for the foreseeable future
