<p>Een geodetisch onderwerp als CRS is in toenemende mate ook een geo-informatie / GIS-onderwerp aan het worden, wat betekent dat er aandacht nodig is voor hoe je op passende wijze omgaat met dit onderwerp in informatiemodellen, in uitwisselmechanismes en -formaten en in het ontwerp van landelijke voorzieningen.</p>
<p>Binnen Geonovum en het werkveld zijn bij o.a. de inrichting van het DSO en de BRO recent ervaringen op dit vlak opgedaan. De <a href="https://nsgi.nl/">Nederlandse Samenwerking Geodetische Infrastructuur (NSGI)</a> is hierbij de autoriteit voor de adviezen over geodetisch correct gebruik van de in Nederland gebruikte CRS-en, terwijl Geonovum de autoriteit is op het vlak van adviezen over en standaarden voor informatiemodellen, uitwisselmechanismes en -formaten. Aan veel van de gekozen voorbeelden liggen adviezen van de NSGI ten grondslag. Deze handreiking bundelt verwijzingen naar bestaande adviezen, past deze toe op de traditionele Geonovum-onderwerpen rond uitwisseling van data en geeft voorbeelden van implementaties. </p>
<p>De belangrijkste CRS-en die worden gebruikt in geo-informatie en GIS zijn opgenomen in deze handreiking, zoals:</p>

<li>NAP;</li>
<li>ETRS89;</li>
<li>WGS 84.</li>
</ul>

<p>In de keten van inwinning via verwerking, opslag en ontsluiting tot gebruik, richt Geonovum zich traditioneel gezien op standaardisatie die uitwisseling en gebruik van geo-informatie beter mogelijk maakt. Aandacht voor het juiste gebruik van coördinaatreferentiesystemen (CRS) is er traditioneel voornamelijk bij de inwinning van geodata. Op dit vlak spelen het Kadaster (als beheerder van RD), Rijkswaterstaat (als beheerder van NAP) en de Hydrografische Dienst (primair gericht op het mariene deel van Nederland) een belangrijke rol, die ook tot uiting komt in de <a href="https://nsgi.nl/">Nederlandse Samenwerking Geodetische Infrastructuur (NSGI)</a>. </p>
<p>In de laatste jaren zien we dit veranderen: het volstaat niet langer om alleen aan de voorkant van de keten (bij de landmeetkundige inwinning) aandacht te hebben voor correct omgaan met verschillende CRS-en; inmiddels is dit in elke fase van de keten noodzakelijk, inclusief de stappen rond uitwisseling en gebruik van geo-informatie. We zien twee belangrijke triggers in deze ontwikkeling:</p>
<ul>
<li>Door de toenemende aandacht voor het gebruik van ruimtelijke data in laagdrempelige toepassingen via de standaarden van het web, bijvoorbeeld door de opkomst van populaire webtools als Mapbox, Leaflet en Google Maps, en de aandacht daarvoor in o.a. de Spatial Data on the Web Best Practices (<a href="https://www.w3.org/TR/sdw-bp/">SDW-BP)</a>.</li>
<li>Door toenemende integratie van data (over grenzen van domeinen, over grenzen van land/zee, over landsgrenzen) moet data in verschillende CRS-en goed met elkaar gecombineerd kunnen worden. Dit integrale werken zie je terug bij gebruikers die analyses uitvoeren, maar ook bij integrale voorzieningen als het Digitaal Stelsel Omgevingswet (DSO) (waarin domeinen die traditioneel met verschillende CRS-en werken, nu door bundeling onder één wet expliciet met elkaar in samenhang worden gebracht) en de Basisregistratie Ondergrond (BRO).</li>
</ul>
<p>Hiermee is een geodetisch onderwerp als CRS in toenemende mate ook een geo-informatie / GIS-onderwerp aan het worden, wat betekent dat er aandacht nodig is voor hoe je op passende wijze omgaat met dit onderwerp in informatiemodellen, in uitwisselmechanismes en -formaten en in het ontwerp van landelijke voorzieningen. Hiermee is aandacht voor het goed omgaan met CRS-vraagstukken onderdeel geworden van het werk van Geonovum, waarbij adviezen van de NSGI en aanbevelingen uit de Spatial Data on the Web Best Practices de basis vormen. In deze Handreiking richten we ons op eenieder die actief is op de onderwerpen uitwisseling en gebruik van geo-informatie en daarbij -mogelijk- rekening moet houden met CRS gebruik. Op deze manier willen we adviezen van de NSGI, aanbevelingen uit de Spatial Data on the Web Best Practices en inzichten die recent binnen o.a. DSO en BRO op dit vlak opgedaan zijn, aan elkaar relateren en breed toegankelijk maken. De Handreiking is niet al omvattend en voor sommige onderdelen is de scope beperkt tot 2D-vector data.</p>

</section><section id="introductie-coordinaatreferentiesystemen-crs"><div class="header-wrapper"><h3 id="x1-2-introductie-coordinaatreferentiesystemen-crs"><bdi class="secno">1.2 </bdi>Introductie coördinaatreferentiesystemen (CRS)</h3><a class="self-link" href="#introductie-coordinaatreferentiesystemen-crs" aria-label="Permalink for Section 1.2"></a></div>
<p>Geo-informatie is direct gekoppeld aan een locatie op aarde. De wijze waarop die koppeling wordt gelegd, wordt beschreven in het coördinaatreferentiesysteem (CRS) waarin coördinaten van een locatie worden vastgelegd. RD, ETRS89 en WGS 84 zijn bekende voorbeelden van CRS-en. </p>
<p>CRS-en nemen vaak de vorm van de aarde als uitgangspunt om locaties vast te leggen. Maar het is ingewikkeld om de vorm van de aarde exact te beschrijven en om de werkelijkheid van het gekromde aardoppervlak in een plat vlak (kaart) weer te geven. Voor het weergeven van geo-informatie in een plat vlak worden kaartprojecties gebruikt. De weergave in het platte vlak is niet mogelijk zonder vervormingen, die afhankelijk zijn van de keuze van de kaartprojectie. Een kaartprojectie kan hoekgetrouw, afstandsgetrouw en/of oppervlakte getrouw zijn, maar niet alle drie eigenschappen tegelijk hebben. Een kaartprojectie bevat dus altijd minimaal een vervorming in hoeken, afstanden of oppervlakten. Dat wil zeggen dat gelijke hoeken, afstanden of oppervlakten in werkelijkheid op de kaart niet allemaal gelijk aan elkaar zijn. De vraag welke projectie het meest geschikt is, hangt af van de beoogde toepassing. Meer achtergrondinformatie is te vinden in 'Een kleine introductie in GIS', onderdeel van de documentatie van het Open Source GIS programma QGIS, o.a. dit stuk over <a href="https://docs.qgis.org/3.16/nl/docs/gentle_gis_introduction/coordinate_reference_systems.html#overview">kaartprojecties</a>.</p>
<section id="indeling-van-crs-en"><div class="header-wrapper"><h4 id="x1-2-1-indeling-van-crs-en"><bdi class="secno">1.2.1 </bdi>Indeling van CRS-en</h4><a class="self-link" href="#indeling-van-crs-en" aria-label="Permalink for Section 1.2.1"></a></div>
<p>De gebruikte CRS-en voor de opslag en uitwisseling van geo-informatie binnen de scope van deze handreiking zijn onder te verdelen in verschillende groepen. Op basis de indeling in <a href="https://epsg.org/guidance-notes.html">EPSG Guidance Note 7-1</a> en <a href="https://www.iso.org/obp/ui/#iso:std:iso:19111">ISO 19111:2019</a> / <a href="http://docs.opengeospatial.org/as/18-005r4/18-005r4.html">OGC Abstract Specification Topic 2: Referencing by coordinates</a> kunnen vier groepen worden onderscheiden: </p>
<ul>
<li><strong>Geografische CRS-en</strong> geven geografische coördinaten in graden (2D breedte en lengte (Engels: latitude en longitude) en voor 3D ook hoogte) ten opzichte van een ellipsoïdisch model van het aardoppervlak. Voorbeelden zijn het Europese ETRS89, het wereldwijde ITRF2020 en WGS 84. Geografische CRS-en, zoals ETRS89 en WGS 84, kunnen niet gevisualiseerd worden in een plat vlak zonder een kaartprojectie. </li>
<li><strong>Geprojecteerde CRS-en</strong> presenteren geo-informatie op een plat vlak in cartesische (x en y) coördinaten. Een geprojecteerd CRS is een afgeleide van een geografisch CRS, waarbij voor het afbeelden in het platte vlak een kaartprojectie wordt gebruikt. Een voorbeeld hiervan is het Nederlandse RD met als basis geografisch CRS RD-Bessel. </li>
<li><strong>Verticale CRS-en</strong> voor de vastlegging van hoogte en diepte ten opzichte van een referentievlak. Dit referentievlak is vaak gebaseerd op de richting van de zwaartekracht en valt normaal gesproken niet samen met oppervlak van een ellipsoïde. Bij een op de richting van de zwaartekracht gebaseerd referentievlak stroomt tussen twee punten met gelijke hoogte geen water, tussen twee punten met gelijke ellipsoïdische hoogte stroomt meestal wel water. Voorbeelden van verticale CRS-en zijn het NAP en het LAT.</li>
<li><strong>Samengestelde CRS-en</strong> in het Engels 'Compound CRS' zijn samengestelde CRS-en, bijvoorbeeld RDNAP dat is samengesteld uit het geprojecteerde CRS RD en het verticale CRS NAP.</li>

</section><section id="realisatie-van-het-crs"><div class="header-wrapper"><h4 id="x1-2-2-realisatie-van-het-crs"><bdi class="secno">1.2.2 </bdi>Realisatie van het CRS</h4><a class="self-link" href="#realisatie-van-het-crs" aria-label="Permalink for Section 1.2.2"></a></div>
<p>De definitie van een CRS geeft een verzameling afspraken over bijvoorbeeld de oorsprong, oriëntatie, schaal, naamgeving van de coördinaatassen. De realisatie van het CRS is het vaststellen van coördinaten aan referentiepunten volgens de definitie van het CRS. Het NAP wordt gerealiseerd door hoogten van punten (peilmerken) te bepalen volgens de definitie van NAP op basis van (waterpas)metingen. De NAP-peilmerken dienen als referentiepunten voor gebruik van de NAP-realisatie voor landmeters, waterschappen en andere gebruikers. Tussen verschillende realisaties van een CRS bestaan verschillen door gebruik van andere metingen, rekentechnieken en punten. De eerste realisatie van WGS 84 in 1987 werd bijvoorbeeld berekend met behulp van Doppler waarnemingen met het TRANSIT satellietsysteem, terwijl de realisatie van 2021 is bepaald op basis van GPS-waarnemingen. Het verschil tussen deze WGS 84 realisaties is meer dan 1 meter.</p>
</section><section id="gebruik-en-keuze-van-het-crs-in-de-praktijk"><div class="header-wrapper"><h4 id="x1-2-3-gebruik-en-keuze-van-het-crs-in-de-praktijk"><bdi class="secno">1.2.3 </bdi>Gebruik en keuze van het CRS in de praktijk</h4><a class="self-link" href="#gebruik-en-keuze-van-het-crs-in-de-praktijk" aria-label="Permalink for Section 1.2.3"></a></div>
<p>In de praktijk worden voor een dataset in de verschillende stappen van de keten (inwinning, verwerking, uitwisseling en visualisatie) regelmatig verschillende CRS-en gebruikt. De keuze van het meest geschikte CRS hangt af van de toepassing en het gebied waarop de data betrekking heeft. Voor afbeelding van geo-data van alleen Nederland is een ander CRS geschikt dan voor afbeelding van heel Europa of de hele wereld. In veel gevallen wordt de dataset opgeslagen in één CRS. Bij uitwisseling en visualisatie van geo-informatie is het dus van belang om een CRS te kiezen dat geschikt is voor de (gebruikers)toepassing. <a href="https://www.w3.org/TR/sdw-bp/">Spatial Data on the Web Best Practices (SDW-BP)</a> raden aan om data voor visualisatie ook te publiceren in wereldwijd bruikbare CRS-en, omdat de gebruikerstoepassing niet altijd bekend is. Vanuit informatiekundig oogpunt gezien, heeft het toepassen van wereldwijd bruikbare CRS-en als voordeel dat data op deze manier eenvoudiger bruikbaar wordt voor visualisatie door niet-geospecialisten. Maar deze CRS-en zijn bedoeld voor gebruik op kleine (wereldwijde) schaal en niet voor hoognauwkeurige, grootschalige toepassingen. Vanuit geodetisch oogpunt gezien, kleven aan het gebruik van deze wereldwijde CRS-en daarom risico's op systematische afwijkingen of inconsistenties, wanneer de data niet alleen gebruikt wordt voor visualisatie of wanneer datasets worden gecombineerd, zie ook de paragraaf over <a href="#transformatie-tussen-etrs89-en-itrs-wgs-84">transformatie tussen ETRS89 en ITRS/WGS 84</a>. Eenvoudige berekening van afstanden en oppervlakten is bijvoorbeeld niet mogelijk bij gebruik van de aanbevolen wereldwijd bruikbare CRS-en. Aangezien beide invalshoeken valide argumenten aanvoeren, ligt het voor de hand om bij het aanbieden van data te kiezen voor een en-en benadering: faciliteer zowel het laagdrempelige gebruik als het nauwkeurigere gebruik.</p>

<p>Bij de inwinning van de BGT worden ETRS89, RD en lokale CRS-en gebruikt. Voor de opslag bij bronhouders, de Landelijke Voorziening en het dataplatform wordt voor de uitwisseling het CRS RD gebruikt. Voor uitwisseling tussen dataplatform en gebruiker worden het Nederlandse RD, het Europese ETRS89 en het wereldwijde WGS 84 gebruikt. Hierbij zijn voor de visualisatie van ETRS89 en WGS 84 verschillende kaartprojecties mogelijk.</p>

<p>Eenduidig gebruik van CRS-en <a href="#coordinaattransformatie-datumtransformatie-en-coordinaatconversie">coördinatentransformaties</a> voorkomt systematische afwijkingen bij gebruik van meerdere datasets. Eenduidig gebruik is mogelijk door het maken van afspraken over het gebruik van eenduidige coördinatentransformaties. Bij minder precieze coördinatentransformaties kunnen (soms visueel toelaatbare) verschillen ontstaan die afhankelijk zijn van de keuze van CRS en implementatie.</p>
<p><a href="#aandachtspunten-voor-crs-gebruik">Hoofdstuk 4</a> gaat dieper in op de aandachtspunten voor CRS-gebruik.</p>

De Handreiking gaat niet in op de geschiktheid van CRS-en voor het uitvoeren van nauwkeurige berekeningen of de wijze waarop deze kunnen worden uitgevoerd.</p>

<p>Het hoofdstuk <a href="#achtergrond-gebruikte-crs-en-in-nederland">Achtergrond: Gebruikte CRS-en in Nederland</a> geeft een overzicht van de huidige veel gebruikte CRS-en in Nederland en de relatie met andere CRS-en. Het hoofdstuk is gericht op nieuwkomers in de geo-wereld, data aanbieders, GIS-gebruikers en modelleurs die hun kennis willen opfrissen.</p>
<p>Het hoofdstuk <a href="#aandachtspunten-voor-crs-gebruik">Aandachtspunten voor CRS-gebruik</a> gaat in op de aandachtspunten voor de keuze, specificatie en gebruik van de in Nederland gebruikte CRS-en voor verschillende toepassingen bij modelering, uitwisseling, INSPIRE en gebruik in software.</p>

<p>Voor uitwisseling en visualisatie kunnen in Nederland meerdere CRS-en worden gebruikt. Voor geo-informatie die is beperkt tot land en binnenwateren van Europees Nederland, worden in het horizontale vlak meestal coördinaten in het geprojecteerde CRS RD of in het geografische CRS ETRS89 gebruikt, voor de Noordzee en grensoverschrijdende datasets wordt meestal ETRS89 gebruikt. Het RD is een 2D CRS en ETRS89 en WGS 84 zowel 2D als 3D CRS-en. WGS 84 wordt in specifieke gevallen gebruikt voor visualisatie in combinatie met een kaartprojectie zoals Web-Mercator. Hoogten in ETRS89 en WGS 84 hebben geen fysische betekenis, hierom worden ook andere hoogtesystemen gebruikt, in het bijzonder NAP op land en LAT op zee. De <a href="https://nsgi.nl">Nederlandse Samenwerking Geodetische Infrastructuur (NSGI)</a> is verantwoordelijk voor de definitie en realisatie van de Nederlandse CRS-en en de relatie met het Europese CRS. In dit hoofdstuk worden de opbouw, naamgeving en de belangrijkste CRS-en en hun relaties geïntroduceerd en toegelicht. <p>Een CRS is opgebouwd uit een datum en een coördinatensysteem. Het coördinatensysteem definieert hoe coördinaten worden uitgedrukt, bijvoorbeeld cartesisch of geografisch. Het datum geeft de relatie van het coördinatensysteem met de aarde. Geografische en geprojecteerde CRS-en maken gebruik van geodetische datums die de gebruikte ellipsoïde en nulmeridiaan definiëren. Vertikale CRS-en maken gebruik van verticale datums. RD en NAP zijn beide een CRS, de combinatie van RD en NAP is een samengesteld (Engels: compound) CRS.</p>

<p>Het coördinatensysteem van een CRS bepaald ook de volgorde waarin de coördinaten worden genoteerd. In bovenstaande figuur is te zien dat voor ETRS89-LAEA de volgorde van de coördinaten Noord-Zuid (Y) en dan Oost-West (X) is, terwijl voor RD de volgorde Oost-West (x) en Noord-Zuid (y) wordt gehanteerd. In uitwisselingsstandaarden wordt soms een andere volgorde voorgeschreven. Er zijn diverse standaarden waarbij altijd eerst Oost-West (x, E of geografische lengte) en dan Noord-Zuid (y, N of geografische breedte) wordt voorgeschreven. </p>

<p>CRS-en worden in de praktijk op verschillende manieren aangeduid. Tot nu toe zijn in dit document de officiële benamingen gebruikt. Bij opslag en uitwisseling van geo-informatie wordt vaak gebruik gemaakt van gestandaardiseerde aanduiding van de CRS-en in de vorm van een OGC URN of Name Type Specification (NTS) voor CRS-en. Deze hebben de volgende structuur:</p>

<p>In deze aanduiding wordt meestal EPSG als de-facto autoriteit gebruikt, maar ook ISO is een voorbeeld van een autoriteit. Bij gebruik van de laatste versie van de database van de authority wordt bij URN <em>version</em> leeg gelaten, terwijl bij de NTS <em>version</em>=0 wordt gebruikt. In <a href="#bijlage-a-crs-overzicht-tabel">Bijlage A</a> is een tabel opgenomen met de EPSG-codes voor veelgebruikte CRS-en in Nederland, aan de EPSG-codes is in de tabel de NTS als link gekoppeld. <p>Het veranderen van coördinaten van het ene CRS naar het andere CRS wordt <strong>coördinaattransformatie</strong> genoemd. Een coördinaattransformatie kan bestaan uit een datumtransformatie en/of een coördinaatconversie. </p>
<ul>
<li>Het veranderen van coördinaten van het ene datum naar het andere datum wordt <strong>datumtransformatie</strong> genoemd.</li>
<li>Het uitdrukken van coördinaten in een ander coördinatensysteem, bijvoorbeeld van geografisch naar geprojecteerd, noemen we <strong>coördinaatconversie</strong>.</li>

<p>CRS-en die gebruikt worden in het Nederlandse domein van geo-informatie, kunnen ook worden ingedeeld naar hun geografische toepassingsgebied:</p>
<ul>
<li>Een <strong>wereldwijd CRS</strong> is een CRS dat gemiddeld zo goed mogelijk bij de gehele aarde aansluit. Wereldwijde CRS-en zijn bedoeld voor kleinschalige of wereldwijde toepassingen, bijvoorbeeld wereldkaarten, satellietnavigatie en het beschrijven processen zoals zeestromingen en platentektoniek. Wereldwijde CRS-en zijn minder geschikt voor het nauwkeurig vastleggen van geo-informatie, doordat in een wereldwijd CRS de coördinaten tijdsafhankelijk zijn als gevolg van platentektoniek. Voorbeelden van wereldwijde CRS-en zijn het ITRS en WGS 84.</li>
<li>Een <strong>continentaal of regionaal CRS</strong> is gekoppeld aan een tektonische plaat; hierdoor bewegen coördinaten in het CRS mee met de tektonische plaat. De Euraziatische plaat beweegt met enkele centimeters per jaar naar het noordoosten. Het Europese CRS ETRS89 is gekoppeld aan deze Euraziatische plaat en beweegt dus mee. In een regionaal CRS zoals ETRS89 zijn coördinaten stabiel, behalve bij lokale bodembeweging bijvoorbeeld in berggebieden of als gevolg van de post-glacial rebound in Scandinavië. Voor de coördinaten van een punt in Nederland is na 10 jaar het coördinaatverschil van hetzelfde punt in ETRS89 verwaarloosbaar, terwijl in een wereldwijd CRS zoals WGS 84 het coördinaatverschil enkele decimeters is.</li>
<li>Een <strong>landelijk CRS</strong> is vaak een geprojecteerd CRS dat zo is gekozen dat de vervormingen in het platte vlak minimaal zijn. Nauwkeurige landelijke CRS-en dateren vaak uit de 20e eeuw, toen hoge nauwkeurigheid alleen op landelijk niveau kon worden gerealiseerd. Nauwkeurige wereldwijde en regionale CRS-en zijn mogelijk geworden door satellietplaatsbepalingstechnieken. Het verschil in oorsprong, schaal en oriëntatie van landelijke CRS-en kan honderden meters verschillen met de regionale en wereldwijde CRS-en. Het stelsel van de Rijksdriehoeksmeting (RD) is het landelijke CRS voor Nederland.</li>
</ul>
<section id="wereldwijde-crs-en"><div class="header-wrapper"><h4 id="x2-4-1-wereldwijde-crs-en"><bdi class="secno">2.4.1 </bdi>Wereldwijde CRS-en</h4><a class="self-link" href="#wereldwijde-crs-en" aria-label="Permalink for Section 2.4.1"></a></div>
<p>De meest gebruikte wereldwijde CRS-en zijn het ITRS en WGS 84. Wereldwijde CRS-en zijn dynamische CRS-en, dat wil zeggen dat coördinaten tijdsafhankelijk zijn. Voor eenvoudige visualisatietoepassingen op het internet, waarbij geen hoge nauwkeurigheid is vereist, wordt vaak WGS 84 als niet-dynamisch (statisch) verondersteld en Web-Mercator als kaartprojectie gebruikt. Voor nauwkeurige toepassingen waarbij een wereldwijd CRS benodigd is, is het gebruik van een ITRS-realisatie meer geschikt en is gebruik van een epoche (tijdstip), waarop de coördinaten geldig zijn, noodzakelijk. EPSG adviseert vanaf een beoogde nauwkeurigheid van 1-3 meter of een kaartschaal groter dan 1:10.000 wereldwijde CRS-en niet als statisch te veronderstellen, maar expliciet gebruik te maken van statische CRS-en, zoals RD of ETRS89, of dynamische CRS-en inclusief vermelding van realisatie en een epoche. Het concept van dynamische en statische CRS-en wordt toegelicht in de <a href="https://www.iogp.org/bookstore/product/geomatics-guidance-note-25-dynamic-versus-static-crss-and-use-of-the-itrf/">Geomatics Guidance Note 373-25 (GN25)</a> en <a href="https://www.youtube.com/playlist?list=PLt0-qTVCvEp1ZwKnf8iup320Cvp9AgXso">video</a> van de International Association of Oil & Gas Producers (IOGP) die de bekende <a href="https://epsg.org">EPSG geodetic parameter dataset</a> beheert.</p>
<section id="itrs"><div class="header-wrapper"><h5 id="x2-4-1-1-itrs"><bdi class="secno">2.4.1.1 </bdi>ITRS</h5><a class="self-link" href="#itrs" aria-label="Permalink for Section 2.4.1.1"></a></div>
<p>Het International Terrestrial Reference System geeft de definities om een wereldwijd CRS te kunnen realiseren; een ITRF is een realisatie hiervan. ITRS wordt onderhouden door de IERS (International Earth Rotation Service). Het gebruik van International Terrestrial Reference Frame (ITRF) als wereldwijd CRS wordt door resoluties van de International Union of Geodesy and Geophysics (IUGG, <a href="http://www.iugg.org/resolutions/2019%20IUGG%20GA%20Resolutions.pdf#page=2">resolutie 2 van 2019</a>) en de Verenigde Naties (<a href="https://undocs.org/en/A/RES/69/266">VN-resolutie A/RES/69/266</a>) aangeraden voor plaatsbepaling, satellietnavigatie, toepassingen van aardwetenschappen en de vastlegging van nationale en regionale CRS-en. Voor eenduidige coördinaten is het van belang om naast de realisatie ook het tijdstip (epoche) te vermelden. Om data in ITRF te visualiseren worden kaartprojecties gekozen die geschikt zijn voor de beoogde toepassing.</p>
</section><section id="wgs-84"><div class="header-wrapper"><h5 id="x2-4-1-2-wgs-84"><bdi class="secno">2.4.1.2 </bdi>WGS 84</h5><a class="self-link" href="#wgs-84" aria-label="Permalink for Section 2.4.1.2"></a></div>
<p>Het World Geodetic System 1984 (WGS 84) is het wereldwijde driedimensionale CRS dat wordt gebruikt door het Amerikaanse GNSS-systeem GPS. WGS 84 wordt beheerd door de U.S. National Geospatial Intelligence Agency (NGA). Toegang tot WGS 84 is in Nederland alleen mogelijk via het stand-alone gebruik van de GPS-satellieten. WGS 84-posities kunnen daarom alleen op meterniveau m.b.v. GPS-metingen worden verkregen. In de praktijk wordt vaak over WGS 84 gesproken, ook als het onderliggende CRS eigenlijk ITRS of ETRS89 is. </p>
<p>Voor de realisaties van WGS 84 zijn in het verleden verschillende strategieën gebruikt, waarbij een beperkt aantal stations wereldwijd zijn gebruikt. Hierdoor zijn er verschillen van twee meter tussen de eerste en latere realisaties en op decimeterniveau tussen de latere realisaties. Voor nauwkeurige, eenduidige definitie van het CRS is het daarom nodig om een specifieke realisatie van WGS 84 te vermelden (bijvoorbeeld 3D WGS 84 (G2296)). Sinds 1994 zijn WGS 84-realisaties gekoppeld aan een ITRS-realisatie. WGS 84- en ITRS-realisaties op hetzelfde epoche komen momenteel op centimeterniveau overeen, zo kan <a href="https://earth-info.nga.mil/php/download.php?file=(U)WGS%2084(G2296).pdf">volgens de NGA</a> bijvoorbeeld WGS 84 (G2296) worden gelijkgesteld aan ITRF2020 voor plaatsbepaling en navigatie. </p>
<p>Doordat de specificatie 'WGS 84' zonder vermelding van realisatie en epoche niet eenduidig is, wordt WGS 84 vanuit geodetisch perspectief niet aanbevolen voor uitwisseling van nauwkeurige data. Vanuit informatiekundig perspectief raadt de <a href="https://www.w3.org/TR/sdw-bp/">Spatial Data on the Web Best Practices (SDW-BP)</a> aan om geodata, zodra je het aanbiedt op het web, in ieder geval altijd in WGS 84 te publiceren, en daarnaast in één of meer andere CRS-en als daar expliciete behoefte aan is. Voor visualisatie op het web ondersteunt de tooling vaak direct de Web-Mercator kaartprojectie op basis van <em>"WGS 84"</em>. Web-Mercator is een projectie die geschikt is voor visualisatie, maar niet voor het berekenen van bijvoorbeeld afstanden en oppervlakten. In de context van niet-nauwkeurige toepassingen op het web kan WGS 84 het best worden opgevat als een ongedefinieerd datum met als coördinatensysteem geografische coördinaten. </p>
</section><section id="crs84"><div class="header-wrapper"><h5 id="x2-4-1-3-crs84"><bdi class="secno">2.4.1.3 </bdi>CRS84</h5><a class="self-link" href="#crs84" aria-label="Permalink for Section 2.4.1.3"></a></div>
<p>Het <a href="https://www.opengis.net/def/crs/OGC/1.3/CRS84">CRS84</a> is het standaard CRS voor diverse uitwisselingsstandaarden. CRS84 wordt door OGC gedefinieerd als een wereldwijd tweedimensionaal geografisch CRS dat gebruik maakt van het WGS 84 datum en ellipsoïdische coördinaten in de volgorde lengte (λ) en breedte (φ). De volgorde van de ellipsoïdische coördinaten is bij CRS84 en WGS 84 dus andersom. De driedimensionale variant van CRS84 is <a href="https://www.opengis.net/def/crs/OGC/1.3/CRS84h">CRS84h</a> met de coördinaten in de volgorde lengte (λ), breedte (φ) en hoogte (h).</p>
<p>CRS84 is, behalve de volgorde van de coördinaten, in feite identiek aan WGS 84, er zijn geen aparte realisaties van CRS84 of CRS84h. Hierdoor geldt voor CRS84 en CRS84h, net als voor enkel de specificatie 'WGS 84', dat deze niet eenduidig is. Vanuit geodetisch en informatiekundig perspectief geldt voor CRS84 en CRS84h hetzelfde als beschreven bij <a href="#wgs-84">WGS 84</a>. </p>
</section></section><section id="europese-crs-en-etrs89-en-evrs"><div class="header-wrapper"><h4 id="x2-4-2-europese-crs-en-etrs89-en-evrs"><bdi class="secno">2.4.2 </bdi>Europese CRS-en: ETRS89 en EVRS</h4><a class="self-link" href="#europese-crs-en-etrs89-en-evrs" aria-label="Permalink for Section 2.4.2"></a></div>
<p>Het European Terrestrial Reference System 1989 (ETRS89) en het European Vertical Reference System (EVRS) worden gebruikt voor uniforme uitwisseling van Europese geo-informatie in het kader van INSPIRE. Geo-informatie in geografische ETRS89-coördinaten kan niet worden afgebeeld op een papieren kaart of een kaart op een plat computerscherm zonder kaartprojectie, omdat de geografische ETRS89-coördinaten refereren naar een 3D ellipsoïde. INSPIRE raadt voor het projecteren van ETRS89 -afhankelijk van de toepassing- een aantal kaartprojecties aan, deze zijn benoemd in <a href="http://data.europa.eu/eli/reg/2010/1089/oj">Annex II</a>. Daarnaast zijn voor toepassing binnen het Europese deel van Nederland, inclusief de Nederlandse Exclusieve Economische Zone (EEZ) van de Noordzee, RD-coördinaten zeer geschikt als kaartprojectie voor visualisatie van geo-informatie in ETRS89-coördinaten. De RD-projectie geeft op land en het grootste deel van de Noordzee minder vervormingen dan andere projecties zoals ETRS89-TM<em>zn</em>. Sinds de invoering van <a href="https://www.nsgi.nl/rdnaptrans">RDNAPTRANS™2018</a> is er geen beperking voor de toepassing van RD op de Noordzee.</p>
<p>In 2000 is het Nederlandse RD per definitie gekoppeld aan ETRS89. ETRS89 is daarmee sinds 1 oktober 2000 het officiële driedimensionale CRS van Nederland. De meeste andere nationale CRS-en in Europa hebben ook een nauwkeurige koppeling met ETRS89. De relatie tussen ETRS89 en RDNAP is vastgelegd in de procedure <a href="https://www.nsgi.nl/rdnaptrans">RDNAPTRANS™</a>.</p>
<p>Opslag van geo-informatie in ETRS89 is ook mogelijk en wordt ondersteund in veel bestandsformaten en ruimtelijke databases.</p>
<p>Het EVRS is het Europese referentiesysteem voor de hoogte. Het EVRS wordt gerealiseerd door een geodetische vereffening van waterpasnetwerken van Europese landen, waarmee uniforme hoogten voor de punten in de waterpasnetwerken worden berekend. </p>
<section id="realisaties-van-etrs89-en-evrs"><div class="header-wrapper"><h5 id="x2-4-2-1-realisaties-van-etrs89-en-evrs"><bdi class="secno">2.4.2.1 </bdi>Realisaties van ETRS89 en EVRS</h5><a class="self-link" href="#realisaties-van-etrs89-en-evrs" aria-label="Permalink for Section 2.4.2.1"></a></div>
<p><a href="http://www.euref.eu/">EUREF</a> is de organisatie die verantwoordelijk is voor de definitie en realisatie van ETRS89 en EVRS. ETRS89 is gekoppeld aan de Euraziatische plaat en is afgeleid van het International Terrestrial Reference System (ITRS). De Euraziatische plaat verschuift met ruim 2 centimeter per jaar, waardoor de relatie tussen ETRS89 en ITRS-realisaties (zoals WGS 84) en daarmee de coördinaattransformatie tijdsafhankelijk is. Coördinaten in ETRS89 en ITRS op het tijdstip 1989.0 waren hetzelfde. Het verschil tussen WGS 84/ITRS en ETRS89 op 1 januari 2025 is in Nederland ongeveer 88 centimeter, dit neemt in Nederland toe met circa 2,4 centimeter per jaar. Door de koppeling van ETRS89 aan de Euraziatische plaat wordt de gemiddelde tektonische beweging van het stabiele deel van Europa geëlimineerd en is de verandering van coördinaten in de tijd voor veel toepassingen binnen Europa te verwaarlozen. De realisaties van ETRS89 worden ook gebruikt voor wetenschappelijke doeleinden en verbeteren continue. </p>
<p>Om verschillen tussen implementaties van ETRS89 voor de opslag en uitwisseling tussen landen te voorkomen, adviseert EUREF het gebruik van de realisatie ETRF2000 voor het vastleggen van geo-informatie (<a href="http://etrs89.ensg.ign.fr/pub/EUREF-TN-1.pdf">EUREF-TN1</a>). In Nederland wordt ETRS89 gerealiseerd met behulp van het Actief GNSS Referentiesysteem voor Nederland (AGRS.NL) en sinds de realisatie van 2002 gekoppeld aan de ETRF20000-realisatie van ETRS89. Bij de realisatie hoort altijd een epoche. De ETRF2000-realisatie op basis van de AGRS.NL data uit 2010 heeft bijvoorbeeld epoche 2010.5 en noemen we AGRS2010. Voor de coördinaten van een punt in Nederland is na 10 jaar het coördinaatverschil van hetzelfde punt in ETRS89 verwaarloosbaar, terwijl in een wereldwijd CRS zoals WGS 84 het coördinaatverschil enkele decimeters is.</p>
<p>Voor uitwisseling van geo-informatie in ETRS89 wordt dus geadviseerd om ETRF2000 te gebruiken. Waar zeer hoge nauwkeurigheid is vereist, is de aanbeveling om als CRS ook expliciet ETRF2000 als realisatie van ETRS89 te benoemen, omdat verschillen met andere ETRS89-realisatie kunnen oplopen tot meerdere centimeters. Ter indicatie: het verschil tussen de door veel landen gebruikte realisatie ETRF2000 en de recentere realisatie ETRF2014 kan oplopen tot 7 centimeter in Nederland. Voor veel toepassingen mogen de snelheden en verschillen tussen de ETRF2000 realisaties van ETRS89 binnen Nederland verwaarloosd worden voor coördinaten in het horizontale vlak. Voor toepassingen waarbij een zeer nauwkeurige hoogte van belang is, kunnen verticale snelheden en verschillen wel van belang zijn. De NSGI kan hierover adviseren. </p>
<p>Van het <a href="http://www.euref.eu/euref_egrs.html">EVRS</a> bestaan inmiddels drie realisaties, EVRF2000, EVRF2007 en EVRF2019. EVRF2007 is opgenomen in de INSPIRE richtlijnen als 1D CRS voor geharmoniseerde uitwisseling van hoogte gegevens.</p>

<p>Voor inwinning van geo-informatie met GNSS-metingen (GPS, Galileo, GLONASS en BeiDou) publiceert de NSGI informatie over GNSS-punten en certificeert de NSGI GNSS-dienstverleners. Het gebruik van deze geodetische infrastructuur geeft zekerheid dat de metingen direct eenduidig gekoppeld zijn aan ETRF2000 volgens de actuele AGRS.NL realisatie. Het verplicht gebruik van aansluiting aan de geodetische infrastructuur wordt vaak opgenomen in productspecificaties, bestekken en handboeken.</p>

<p>Voor opslag, uitwisseling en visualisatie van geo-informatie op land en binnenwateren van het Europese deel van Nederland worden voor het horizontale vlak (2D) meestal coördinaten in het Nederlandse Stelsel van de Rijksdriehoeksmeting (RD) gebruikt. Voor het verticale vlak zijn hoogten ten opzichte van Normaal Amsterdams Peil (NAP) de officiële en meest gebruikte hoogten. RD-coördinaten zijn cartesisch in meters in een plat vlak. Doordat RD en NAP in meters zijn en de RD-projectie minimale vervormingen geeft, kan eenvoudig worden gerekend met deze coördinaten. </p>
<p>De beheerders en gebruikers van bestanden hebben bij de introductie van ETRS89 aangegeven RD te willen handhaven, maar wel graag een koppeling te zien met ETRS89. In 2000 is een nieuwe definitie geïntroduceerd waardoor het RD-stelsel een transformatie van de ETRS89-realisatie is. De relatie tussen ETRS89 en RDNAP is vastgelegd in de procedure <a href="https://www.nsgi.nl/rdnaptrans">RDNAPTRANS™</a>. Het onderhouden van referentiepunten voor ETRS89 in Nederland en de omzetting naar RD-coördinaten zijn wettelijke taken van het Kadaster binnen NSGI. NAP wordt bepaald door de gepubliceerde hoogtes van NAP-peilmerken, hetgeen een wettelijke verantwoordelijkheid is van Rijkswaterstaat binnen NSGI. </p>
<p>De relatie tussen NAP en EVRF2019 is berekend door het Duitse Bundesamt für Kartographie und Geodäsie (BKG), de NSGI zal informatie over de relatie na interne validatie plaatsen op haar website.</p>
</section><section id="crs-op-zee-lat-en-msl"><div class="header-wrapper"><h4 id="x2-4-4-crs-op-zee-lat-en-msl"><bdi class="secno">2.4.4 </bdi>CRS op zee: LAT en MSL</h4><a class="self-link" href="#crs-op-zee-lat-en-msl" aria-label="Permalink for Section 2.4.4"></a></div>
<p>Voor het weergeven van diepten op zee is een nulpunt nodig. De keuze van het nulpunt bepaalt het zogenaamde reductievlak. Het Lowest Astronomical Tide (LAT) is het standaard reductievlak voor zeekaarten. Dit is de laagst mogelijke waterstand gebaseerd op de stand van zon en maan. Waterstanden onder het LAT komen ook voor, door weersomstandigheden zoals een hoge luchtdruk of een aflandige wind <a href="https://www.defensie.nl/onderwerpen/hydrografie/coordinatenstelsels-op-zee/dieptebepaling-op-zee">bron</a>. De relatie tussen LAT en ETRS89 wordt binnen de NSGI bijgehouden door de <a href="https://www.defensie.nl/onderwerpen/hydrografie/coordinatenstelsels-op-zee/dieptebepaling-op-zee">Dienst der Hydrografie van de Koninklijke Marine</a>.</p>
<p>Naast LAT wordt op zee ook het Mean Sea Level (MSL) als referentievlak gebruikt. Binnen de NSGI is de Dienst der Hydrografie verantwoordelijk voor de relatie tussen LAT en MSL. De relaties tussen deze 1D CRS-en op zee wordt gepubliceerd op de <a href="https://www.defensie.nl/onderwerpen/hydrografie/coordinatenstelsels-op-zee/dieptebepaling-op-zee">website van de Dienst der Hydrografie</a>.</p>

<p>Na de relevante achtergronden bij de verschillende gebruikte CRS-en in Nederland, geeft dit hoofdstuk aandachtspunten bij het op passende wijze kiezen van en omgaan met CRS-en in onder andere informatiemodellen, in uitwisselmechanismes, -formaten en -standaarden en in het ontwerp van landelijke voorzieningen. Verder bevat het voorbeelden van hoe dit in verschillende softwarepakketen mogelijk is, zowel vanuit het perspectief van ontwikkelaars als vanuit het perspectief van de gebruiker.</p>

<p>In het <a href="#achtergrond-gebruikte-crs-en-in-nederland">hoofdstuk 2</a> zijn de CRS-en beschreven die worden gebruikt in Nederland. Deze paragraaf geeft voor verschillende toepassingen de mogelijke CRS-en aan.</p>
<section id="opslag-en-uitwisseling-van-data"><div class="header-wrapper"><h4 id="x3-1-1-opslag-en-uitwisseling-van-data"><bdi class="secno">3.1.1 </bdi>Opslag en uitwisseling van data</h4><a class="self-link" href="#opslag-en-uitwisseling-van-data" aria-label="Permalink for Section 3.1.1"></a></div>
<p>Voor opslag en uitwisseling wordt het gebruik van eenduidige CRS-en geadviseerd. De data hoeft voor opslag en uitwisseling niet geprojecteerd te zijn. Voor hoge nauwkeurigheid kunnen voor de horizontale component het geprojecteerde <a href="#crs-op-land-rd-en-nap">RD</a>, geografisch of geprojecteerd <a href="#europese-crs-en-etrs89-en-evrs">ETRS89</a> (bij centimeternauwkeurigheid de realisatie ETRF2000) en realisaties van het <a href="#itrs">ITRS</a> (inclusief epoche) worden gebruikt. Bij 3D datasets kan <a href="#crs-op-land-rd-en-nap">RDNAP</a>, geografisch ETRS89 (bij centimeternauwkeurigheid de realisatie ETRF2000) of een ITRS-realisatie (inclusief epoche) worden gebruikt. Daarnaast kan een samengesteld (compound) CRS worden gebruikt voor 3D data, waarbij de geprojecteerde of geografische 2D-data wordt aangevuld met een 1D CRS zoals NAP of EVRF2019. </p>
</section><section id="visualisatie-in-een-plat-vlak"><div class="header-wrapper"><h4 id="x3-1-2-visualisatie-in-een-plat-vlak"><bdi class="secno">3.1.2 </bdi>Visualisatie in een plat vlak</h4><a class="self-link" href="#visualisatie-in-een-plat-vlak" aria-label="Permalink for Section 3.1.2"></a></div>
<p>Bij visualisatie in een plat vlak wordt een geprojecteerd CRS gebruikt. De keuze van de kaartprojectie is afhankelijk van de toepassing en schaal. De RD-projectie is voor veel toepassingen binnen Europees Nederland een geschikte projectie met weinig vervorming en schaaleffecten. </p>
<p>Het is een misverstand dat de RD-projectie niet geschikt is voor gebruik op zee, maar dat hiervoor een UTM-variant moet worden gebruikt zoals ETRS89-TM<em>zn</em>. Alleen in de meest noordwestelijke punt van de Nederlandse Exclusieve Economische Zone (EEZ) heeft de RD-projectie voor sommige toepassingen ongunstigere eigenschappen dan de ETRS89-TM<em>zn</em> projectie. ETRS89-TM<em>zn</em> heeft als nadeel dat Nederland in twee zones (31 en 32) valt, de RD-projectie geeft op land en het grootste deel van de Noordzee minder vervormingen dan ETRS89-TM<em>zn</em>.</p>
<section id="visualisatie-op-het-web"><div class="header-wrapper"><h5 id="x3-1-2-1-visualisatie-op-het-web"><bdi class="secno">3.1.2.1 </bdi>Visualisatie op het web</h5><a class="self-link" href="#visualisatie-op-het-web" aria-label="Permalink for Section 3.1.2.1"></a></div>
<p>Voor visualisatie op het web is het uitgangspunt dat de data wordt afgebeeld op een plat beeldscherm. De de-facto kaartprojectie die door veel tooling wordt ondersteund is de Web-Mercator projectie op basis van WGS 84. <a href="https://www.w3.org/TR/sdw-bp/">SDW-BP</a> raden aan om minimaal <a href="#wgs-84">WGS 84</a> aan te bieden voor visualisatie op het web. De Web-Mercator projectie is geschikt voor visualisatie, maar niet voor het uitvoeren van berekeningen. Voor nauwkeurige visualisatie toepassingen op het web is het daarom nodig data ook aan te bieden in andere CRS-en, zoals RD, ETRS89-LAEA, ETRS89-LCC en ETRS89-TM<em>zn</em> en bij de implementatie tooling en services te gebruiken die deze CRS-en ondersteunen.</p>
</section></section><section id="mogelijke-crs-en-binnen-inspire"><div class="header-wrapper"><h4 id="x3-1-3-mogelijke-crs-en-binnen-inspire"><bdi class="secno">3.1.3 </bdi>Mogelijke CRS-en binnen INSPIRE</h4><a class="self-link" href="#mogelijke-crs-en-binnen-inspire" aria-label="Permalink for Section 3.1.3"></a></div>
<p>Bij visualisatie in het kader van INSPIRE zijn een aantal projecties van geografisch ETRS89 gedefinieerd, namelijk ETRS89-LAEA, ETRS89-LCC en ETRS89-TM<em>zn</em>. </p>
<p>Voor INSPIRE-verplichtingen mag voor data-uitwisseling van 2D vectordata zowel geografisch als geprojecteerd ETRS89 worden gebruikt. Bij uitwisseling en visualisatie van 2D rasterdata wordt volgens sectie 2.2 van <a href="http://data.europa.eu/eli/reg/2010/1089/oj">Annex II</a> ETRS89-LAEA gebruikt, tenzij daar binnen de technische specificaties van wordt afgeweken. Sectie 2.2.1 van <a href="http://data.europa.eu/eli/reg/2010/1089/oj">Annex II</a> geeft de definitie van de eigenschappen van het ETRS89-LAEA raster, zoals de mogelijke resoluties en de celnummering.</p>
<p>Voor 3D datasets gelden voor vector- en rasterdata dezelfde voorwaarden als voor 2D data. Voor 3D data kan het geografisch ETRS89-GRS80h worden gebruikt of een samengesteld CRS met als 1D CRS een EVRS-realisatie op land en op zee LAT in getijdegebied (zee en kustgebied), of MSL in gebieden waar geen significant getij aanwezig is, en als 2D CRS een geografisch of geprojecteerd INSPIRE CRS. </p>

<p>Afhankelijk van de specifieke INSPIRE datasets kan worden afgeweken van de voorwaarde in sectie 2.2 van <a href="http://data.europa.eu/eli/reg/2010/1089/oj">Annex II</a> (namelijk dat ETRS89-LAEA wordt gebruikt voor het visualisatie en uitwisseling van rasterdata) en een specifieke andere aanbeveling worden gedaan. Een voorbeeld hiervan is de <a href="https://eur-lex.europa.eu/eli/reg/2013/1253/oj">Annex III</a> in paragraaf 1.7.2 voor hoogterasters. </p>

Eisen voor hoogteraster coverages
<p>(1) In afwijking van de eis in Paragraaf 2.2 van bijlage II, kan elk raster dat verenigbaar is met een van de
volgende coördinatenreferentiesystemen worden gebruikt om gerasterde hoogtegegevens te leveren:</p>
<p>— twee-dimensionale geodetische coördinaten (breedtegraad en lengtegraad) gebaseerd op een datum
gespecificeerd in 1.2 van bijlage II en met gebruik van de parameters van de GRS80 ellipsoïde;</p>

<p>Bij de inwinning van de BGT worden ETRS89, RD en lokale CRS-en gebruikt. Voor de opslag bij bronhouders, de Landelijke Voorziening en het dataplatform wordt voor de uitwisseling het CRS RD gebruikt. Voor uitwisseling tussen dataplatform en gebruiker worden het Nederlandse RD, het Europese ETRS89 en het wereldwijde WGS 84 gebruikt. Hierbij zijn voor de visualisatie van ETRS89 en WGS 84 verschillende kaartprojecties mogelijk. </p>
<p>Voor de BRO is de keten echter anders:</p>

<p>Bij de BRO kunnen bronhouders in verschillende CRS-en aanbieden. Bij intake in de landelijke voorziening wordt getransformeerd naar ETRS89. Voor uitwisseling tussen dataplatform en gebruiker worden het Nederlandse RD, het Europese ETRS89 en het wereldwijde WGS 84 gebruikt. Hierbij zijn voor de visualisatie van ETRS89 en WGS 84 verschillende kaartprojecties mogelijk. </p>
<p>In de uitgangsarchitectuur voor de landelijke voorziening van het Digitaal Stelsel Omgevingswet (DSO-LV) zijn weer andere uitgangspunten gekozen, waaronder het dubbel opslaan van data in twee CRS-en:</p>

<p>Brondata van geometrieën voor de DSO-LV wordt volgens de uitgangsarchitectuur aangeleverd in ETRS89 of RD. In dit voorbeeld worden de geometrieën <em>'as is'</em> getransformeerd voor dubbele opslag in RD en ETRS89. De bronhouder is verantwoordelijk voor toepassing van het langelijnenadvies. Geometrieën worden via een API uitgewisseld in RD, ETRS89 en WGS 84 Web-Mercator. Voor de transformatie tussen ETRS89 en WGS 84 wordt een <a href="#wgs-84-gelijkstellen-aan-etrs89-nultransformatie">nultransformatie</a> gebruikt. In de viewer wordt altijd de RD-kaartprojectie gebruikt en kan de gebruiker kiezen tussen het weergeven van RD of ETRS89 coördinaten. Overigens is bij de implementatie van de DSO-LV uiteindelijk niet gekozen voor dubbele opslag, maar wordt een vergelijkbare strategie toegepast als bij het voorbeeld van de BRO waarbij in het geval van de DSO-LV de data enkel wordt opgeslagen in RD.</p>

<li>Hoe informatie over het bron CRS en de gebruikte transformaties wordt opgeslagen bij gebruik van meerdere CRS-en.</li>
<li>De numerieke precisie van coördinaten in het model.</li>

<p>Bij het ontwerp van het informatiemodel, landelijke voorziening of dataportaal kan de afweging worden gemaakt om coördinaattransformaties op verschillende plaatsen in de keten te laten plaatsvinden en data dubbel op te slaan of juist de transformaties on-the-fly uit te voeren. Aandachtspunten bij deze afweging zijn onder andere de authenticiteit van gegevens, de kostenafweging tussen dubbel opslaan en (herhaaldelijk) on-the-fly transformeren en de borging van voldoende performance. </p>
</section><section id="nauwkeurigheid-van-coordinaten"><div class="header-wrapper"><h4 id="x3-2-4-nauwkeurigheid-van-coordinaten"><bdi class="secno">3.2.4 </bdi>Nauwkeurigheid van coördinaten</h4><a class="self-link" href="#nauwkeurigheid-van-coordinaten" aria-label="Permalink for Section 3.2.4"></a></div>
<p>De nauwkeurigheid van coördinaten moet minstens de nauwkeurigheid realiseren die vermeld wordt in het informatiemodel of bijgeleverde inwinningseisen. Meestal is het aantal decimalen dat in software standaard wordt opgeleverd groter. Deze decimalen hebben dan geen betekenis meer. Om te voorkomen dat er te grote databestanden ontstaan, wordt aanbevolen de coördinaten af te ronden op 1 decimaal meer dan de nauwkeurigheid van de dataset vereist. Hierdoor kunnen fouten bij herhaaldelijk heen en weer transformeren worden voorkomen.</p>

<p><em>Coördinaten opgenomen bij een geometrie worden standaard uitgewisseld met een getalsnauwkeurigheid van 1 mm of het equivalent daarvan in graden. Voor RD, NAP en ETRS89 komt dat overeen met de volgende nauwkeurigheden:</em></p>

<li><em>RD in meters 3 decimalen (1 mm);</em> </li>

<p>Bij het gebruik van meerdere CRS-en bestaat risico op introductie van fouten door onjuiste implementatie van de relaties tussen CRS-en. Eindgebruikers worden geadviseerd data waar mogelijk op te vragen in hetzelfde CRS.</p>
<p>Aanbieders van data worden geadviseerd om data aan te bieden in de verschillende CRS-en gericht op de eindgebruikers. Hierbij is het advies zo nauwkeurig mogelijk te transformeren, omdat het niet altijd duidelijk is wie de eindgebruiker is.</p>
<p>Wanneer voor opslag, uitwisseling en/of visualisatie andere CRS-en worden gebruikt zijn er een aantal aandachtspunten, de belangrijkste zijn:</p>
<ul>
<li>Voorkom dat te grote geometrische of topologische verschillen ontstaan</li>
<li>Maak gebruik van een eenduidige coördinaatransformatie (en leg dit vast)</li>
</ul>
<section id="vormvastheid"><div class="header-wrapper"><h4 id="x3-3-1-vormvastheid"><bdi class="secno">3.3.1 </bdi>Vormvastheid</h4><a class="self-link" href="#vormvastheid" aria-label="Permalink for Section 3.3.1"></a></div>
<p>Een rechte lijn in werkelijkheid is meestal geen rechte lijn in een kaart, maar een lijn die licht krom loopt. Om er voor te zorgen dat een begrenzing in de kaart -ongeacht de kaartprojectie- met voldoende nauwkeurigheid eenduidig is, heeft de NSGI hiervoor een <a href="https://gnss-data.kadaster.nl/misc/docs/langelijnenadvies.pdf">langelijnenadvies</a> geformuleerd. In dit advies staat dat lange lijnsegmenten van grenzen voorzien moeten worden van synthetische tussenpunten om bij coördinaatransformatie grote geometrische en topologische verandering van de data te voorkomen. De afstand tussen deze tussenpunten is afhankelijk van de acceptabele afwijking en de locatie op aarde. Voor Europees Nederland inclusief EEZ kan de volgende tabel worden gehanteerd:</p>

<p>Voor een nauwkeurigheid van 1 mm zijn dus punten met 200 m tussenafstand nodig voor de in Nederland gangbare projecties. Voor het genereren van synthetische tussenpunten kan afhankelijk van wat bedoeld is, gekozen worden tussen punten op een rechte lijn in de kaart of een rechte lijn in werkelijkheid (geodetische lijn in ETRS89).</p>

<p>In de volgende paragrafen worden de coördinaattransformatie tussen RD en ETRS89 en tussen ETRS89 en WGS 84 beschreven. Voor de transformatie tussen deze CRS-en is tevens een <a href="https://www.nsgi.nl/coordinatentransformatie-api">transformatie-API</a> beschikbaar bij de NSGI</p>
<section id="transformatie-en-conversie-tussen-rdnap-en-etrs89"><div class="header-wrapper"><h5 id="x3-3-2-1-transformatie-en-conversie-tussen-rdnap-en-etrs89"><bdi class="secno">3.3.2.1 </bdi>Transformatie en conversie tussen RDNAP en ETRS89</h5><a class="self-link" href="#transformatie-en-conversie-tussen-rdnap-en-etrs89" aria-label="Permalink for Section 3.3.2.1"></a></div>
<p>Bij de koppeling tussen ETRS89 en RD in de jaren 1990 werden systematische verschillen gevonden. Vanwege de wens van gebruikers dat RD-coördinaten niet wijzigden bij de introductie van ETRS89, is er voor gekozen om de verschillen te modelleren in correctiegrid. Het correctiegrid maakt deel uit van de coördinaattransformatie procedure tussen geprojecteerde RD-coördinaten en geografische ETRS89-coördinaten. NAP hoogten kunnen met een quasi-geoïdemodel naar ellipsoïdische hoogten in ETRS89 worden getransformeerd met een precisie die hoger is dan de ETRS89-coördinaten die met de meeste GNSS-metingen wordt verkregen. Het correctiegrid en quasi-geoïdemodel zijn onderdeel van de procedure RDNAPTRANS™. </p>
<p>RDNAPTRANS™ kent verschillende versies, in veel (oudere) GIS-pakketten en andere software is RDNAPTRANS™ niet volledig geïmplementeerd, wat fouten op decimeterniveau oplevert. Met de publicatie van RDNAPTRANS™ 2018 is een versie beschikbaar gekomen die voor aanbieders van GIS-software eenvoudiger te implementeren is. In de regel blijven de oudere, niet juist geïmplementeerde, versies ook beschikbaar in software, waarmee het voor gebruikers belangrijk is om goed te weten welke transformatie zij het beste kunnen gebruiken in hun software. De NSGI publiceert advies over het gebruik en de actuele procedure van RDNAPTRANS™ haar <a href="https://www.nsgi.nl/rdnaptrans">website</a>. Voor validatie van implementaties van RDNAPTRANS™ heeft de NSGI een <a href="https://www.nsgi.nl/geodetische-infrastructuur/producten/programma-rdnaptrans/transformatievalidatie">transformatievalidatieservice</a> beschikbaar. De transformatie tussen RDNAP en ETRS89 met gebruik van de RDNAPTRANS™ procedure is tevens geïmplementeerd in de <a href="https://www.nsgi.nl/coordinatentransformatie-api">transformatie-API</a> beschikbaar bij de NSGI. Voorbeelden van implementatie van RDNAPTRANS™ in software worden gegeven in de paragraaf <a href="#aandachtspunten-bij-toepassing-in-software">Aandachtspunten bij toepassing in software</a>.</p>

<p><em>AANBEVELING</em> Voor de uitwisseling van geo-informatie binnen Europa is het nadrukkelijke advies om altijd de weg via ETRS89 te kiezen. Bij gebruik van de actuele RDNAPTRANS™ procedure is daarbij voor het Nederlandse deel een nauwkeurigheid op centimeterniveau gewaarborgd. </p>

</section><section id="transformatie-tussen-etrs89-en-itrs-wgs-84"><div class="header-wrapper"><h5 id="x3-3-2-2-transformatie-tussen-etrs89-en-itrs-wgs-84"><bdi class="secno">3.3.2.2 </bdi>Transformatie tussen ETRS89 en ITRS/WGS 84</h5><a class="self-link" href="#transformatie-tussen-etrs89-en-itrs-wgs-84" aria-label="Permalink for Section 3.3.2.2"></a></div>
<p>Wanneer na zorgvuldige afweging gebruik wordt gemaakt van WGS 84 of ITRS voor visualisatie of uitwisseling zijn verschillende strategieën mogelijk:</p>
<ul>
<li><strong><a href="#wgs-84-gelijkstellen-aan-etrs89-nultransformatie">WGS 84 gelijkstellen aan ETRS89 (nultransformatie)</a></strong>. Dit is de juiste keuze als er geen expliciete realisatie of epoche van WGS 84 wordt gebruikt. Het beoogd gebruik van de WGS 84 coördinaten mag geen toepassing zijn die hoge nauwkeurigheid vereist, tenzij er zekerheid is dat alle data gebruikt maakt van de nultransformatie.</li>
<li><strong><a href="#tijdsafhankelijke-transformatie-tussen-etrs89-en-itrs-wgs-84">Tijdsafhankelijke transformatie tussen ETRS89 en ITRS/WGS 84</a></strong>. Dit is de juiste keuze wanneer wel een expliciete realisatie én epoche van ITRS of WGS 84 nodig is voor de toepassing.</li>
</ul>
<p>Het is verstandig de gekozen strategie in de metadata te vermelden.</p>
<section id="wgs-84-gelijkstellen-aan-etrs89-nultransformatie"><div class="header-wrapper"><h6 id="x3-3-2-2-1-wgs-84-gelijkstellen-aan-etrs89-nultransformatie"><bdi class="secno">3.3.2.2.1 </bdi>WGS 84 gelijkstellen aan ETRS89 (nultransformatie)</h6><a class="self-link" href="#wgs-84-gelijkstellen-aan-etrs89-nultransformatie" aria-label="Permalink for Section 3.3.2.2.1"></a></div>
<p>Wanneer de brondata in RD of ETRS89 is en het beoogd gebruik van de data bestaat uit visualisatie of combinatie met andere datasets, kan worden gekozen om WGS 84 en ETRS89 aan elkaar gelijk te stellen. Dit is de standaard implementatie in meerdere GIS-pakketten, namelijk dat zonder expliciete vermelding van de WGS 84 en ETRS89-realisaties een nultransformatie wordt gebruikt. De nauwkeurigheid van de nultransformatie is circa 2 meter. Door het toepassen van deze strategie moet het resultaat worden geïnterpreteerd als een CRS dat bestaat uit een ongedefinieerd datum met als coördinatensysteem lengte en breedte. Het voordeel van het gebruik van de nultransformatie is dat de transformatie niet tijdsafhankelijk is en coördinaten dus niet veranderen in de tijd.</p>

<p><em>VOORBEELD</em> In de <a href="https://iplo.nl/digitaal-stelsel/documenten/architectuurdocumenten/">stelselafspraken voor het DSO, versie 2.5 27-09-2021</a> is gebruik van de nultransformatie als volgt vastgelegd:</p>
<p><em>Voor de uitlevering via API’s kan ook Pseudo-Mercator op basis van WGS84 (EPSG:3857) worden ondersteund. Hiermee kan bijvoorbeeld in gebruikerstoepassingen worden voorzien die beter aansluiten op Google Maps™. Voor de transformatie van (RD via) ETRS89 naar WGS84 is de aanbeveling om tussen ETRS89 en WGS84 een nultransformatie toe te passen en de coördinaten in ETRS89 en WGS84 dus gelijk aan elkaar te stellen. Gezien de onnauwkeurigheid van WGS84 is dat een gebruikelijke keuze met een acceptabele nauwkeurigheid, waarmee tevens voorkomen wordt dat de verkregen coördinaten in WGS84 door de tijd heen veranderen als gevolg van de tektonische beweging van Europa.</em></p>

De toepassing bepaalt of dit acceptabel is of niet. </p>

<p>Wanneer de toepassing of dataspecificatie expliciet een realisatie en epoche van WGS 84 of ITRS vraagt, of data gecombineerd wordt met de actuele locatie van de eindgebruiker, dan kan worden gekozen de transformatie tussen ETRS89 en WGS 84 uit te voeren met hoge nauwkeurigheid voor een specifieke realisatie op een specifiek epoche. Dergelijke transformaties zijn vaak niet standaard geïmplementeerd in GIS-software, waardoor de gebruiker zelf de juiste transformatie moet definiëren in de software. </p>
<p>Voor Nederlandse data mag voor ETRS89 de realisatie ETRF2000 worden gekozen. Wanneer de WGS 84-realisatie niet is gespecificeerd, dan wordt de meest recente realisatie gekozen (2D/3D WGS 84 (G2296)) of de realisatie van het (gemiddelde) moment van inwinning van de dataset.</p>
<p>Om te kunnen transformeren worden de door EUREF gepubliceerde tijdsafhankelijke <a href="http://etrs89.ensg.ign.fr/pub/EUREF-TN-1.pdf">transformatieparameters tussen ETRF2000 en ITRS gebruikt</a> die ook in EPSG zijn opgenomen. Bij deze transformatie wordt de WGS 84-realisatie dan gelijkgesteld aan de bijbehorende ITRS-realisatie (ITRF2020 voor WGS 84 (G2296)). De keuze van het epoche kan voortkomen uit de datum van inwinning, publicatiedatum of een expliciete specificatie en kan indien noodzakelijk per geometrie verschillend zijn.</p>
<div class="example">
<p><em>VOORBEELD</em> Voor de uitwisseling van terrein- en obstakelgegevens voor de luchtvaart in Europa <a href="https://www.eurocontrol.int/sites/default/files/2021-07/eurocontrol-tod-manual-ed-3-0.pdf#page=125">specificeert Eurocontrol</a> dat het horizontale referentiesysteem WGS 84 is. In de <a href="https://www.eurocontrol.int/sites/default/files/publication/files/20130204-do-spec-vol.2-v1.0.pdf#page=16">handreiking bij deze specificatie</a> wordt aangegeven dat WGS 84 voor deze toepassing wordt gelijkgesteld aan ITRF2000 op epoche 2000.0.</p>
</div>
<p>Indien de publicatiedatum van de dataset wordt gekozen als epoche voor de transformatie worden bij regelmatige updates (bijvoorbeeld jaarlijks) de WGS 84/ITRS coördinaten bijgesteld als gevolg van de platentektoniek. Wanneer als epoche de (gemiddelde) datum van de inwinning van de dataset, komen de coördinaten gemiddeld het best overeen met de WGS 84/ITRS coördinaten op het moment van inwinning. </p>
<div class="advisement">
<p><em>AANBEVELING</em> Wanneer een coördinaattransformatie plaatsvindt in de keten van inwinning tot gebruik is het advies de gekozen transformatieprocedure in het model en/of metadata op te nemen. Bij tijdsafhankelijke transformaties, zoals van ETRS89 naar WGS 84 moet dan ook het referentieepoche worden opgenomen. Tussen RDNAP en ETRS89 is het van belang gebruik te maken van de RDNAPTRANS™ procedure. </p>

<p>Niet alle uitwisselingsformaten en standaarden ondersteunen (volledig) het gebruik van meerdere CRS-en. De <a href="https://geonovum.github.io/geox/">Handreiking Geometrie in uitwisselingsformaten</a> geeft een keuzehulp van gebruik van uitwisselingsformaten voor 2D vector bestanden, waarin ook de ondersteuning van CRS-en is opgenomen. De tabel hieronder geeft een samenvatting van de ondersteuning van CRS-en voor deze formaten.</p>

<p>De tabel laat zien dat de eenvoudige formaten HTML en GeoJSON default alleen WGS 84 of CRS84 ondersteunen. In het geval dat een formaat alleen WGS 84 ondersteunt moet dit worden geïnterpreteerd als een ongedefinieerd CRS met geografische coördinaten en lage nauwkeurigheid, omdat bijvoorbeeld een <a href="#wgs-84-gelijkstellen-aan-etrs89-nultransformatie">nultransformatie</a> kan zijn toegepast. Voor veel toepassingen op het web voldoet deze lagere nauwkeurigheid. De andere formaten ondersteunen meerdere CRS-en, ook de CRS-en die niet in deze tabel zijn opgenomen, maar wel zijn gegeven in <a href="#bijlage-a-crs-overzicht-tabel">Bijlage A</a>.</p>
<section id="ogc-api"><div class="header-wrapper"><h4 id="x3-4-1-ogc-api"><bdi class="secno">3.4.1 </bdi>OGC API</h4><a class="self-link" href="#ogc-api" aria-label="Permalink for Section 3.4.1"></a></div>
<p>De <a href="https://ogcapi.ogc.org/">OGC API-standaarden</a> worden ontworpen om eenvoudig geodata op het web te publiceren. De standaarden zijn modulair opgebouwd uit API-bouwblokken. Ondersteuning voor meerdere CRS-en is in de OGC API Roadmap alleen voorzien in de bouwblokken voor OGC API Features, maar er wordt naar verwezen in de <a href="https://github.com/opengeospatial/ogcapi-common">OGC API Common repository</a> als deel 3 van deze bouwblokken. </p>
<p>De OGC API Features bevat de bouwblokken voor het creëren, bewerken en bevragen van Features. In de <a href="https://docs.opengeospatial.org/is/18-058/18-058.html">deel 2 van OGC API Features</a> beschrijving wordt <a href="http://docs.opengeospatial.org/is/17-069r3/17-069r3.html">deel 1 van de OGC API Features</a>, waarin WGS 84 wordt voorgeschreven, uitgebreid voor de ondersteuning van meerdere CRS-en. Met deze uitbreiding is het gebruik van meerdere CRS-en mogelijk mits er een <a href="#naamgeving-van-crs">NTS</a> beschikbaar is en het CRS voldoet aan <a href="https://www.iso.org/obp/ui/#iso:std:iso:19111">ISO 19111:2019</a> / <a href="http://docs.opengeospatial.org/as/18-005r4/18-005r4.html">OGC Abstract Specification Topic 2: Referencing by coordinates</a> . Hiermee wordt, naast bijvoorbeeld RDNAP, ook de ontsluiting van data opgeslagen in de realisatie van een wereldwijd dynamisch CRS zoals ITRF2020 op en bepaald epoche ondersteund in OGC API Features. De OGC API Features deel 2 bevat onder andere een beschrijving over hoe:</p>
<ul>
<li>wordt aangegeven wat het CRS (en bij een dynamisch CRS het referentie epoche) van de opgeslagen dataset is,</li>
<li>wordt aangegeven welke CRS-en worden ondersteund door de API,</li>
<li>data in een specifiek CRS kan worden opgevraagd.</li>
</ul>
</section><section id="gebruik-van-andere-crs-en-in-geojson"><div class="header-wrapper"><h4 id="x3-4-2-gebruik-van-andere-crs-en-in-geojson"><bdi class="secno">3.4.2 </bdi>Gebruik van andere CRS-en in GeoJSON</h4><a class="self-link" href="#gebruik-van-andere-crs-en-in-geojson" aria-label="Permalink for Section 3.4.2"></a></div>
<p>Voor GeoJSON zijn in de <a href="#crs-bij-uitwisselingsformaten-en-standaarden">tabel met uitwisselingsformaten</a> tildes (~) aangegeven voor andere CRS-en dan WGS 84. GeoJSON ondersteunt default alleen WGS 84, echter de standaard biedt de optie voor gebruik van andere CRS-en, mits door de ontvangende en leverende partij vooraf is afgesproken welk CRS wordt uitgewisseld. Deze ruimte in de GeoJSON-specificatie wordt bijvoorbeeld in de <a href="https://iplo.nl/digitaal-stelsel/aansluiten/standaarden/api-en-uri-strategie/">DSO API-strategie</a> gebruikt door het aangeboden en gevraagde CRS te specificeren in de header van een REST-API aanroep.</p>

<p>In een aanroep naar de REST-API van de DSO-LV moet het gebruikte CRS voor de geometrie in de aanroep expliciet worden aangegeven door middel van de <code>Content-Crs</code> header. Het CRS waarin de geometrie in het antwoord is gewenst wordt opgegeven via de <code>Accept-Crs</code> header.</p>

</section><section id="ogc-features-and-geometries-json"><div class="header-wrapper"><h4 id="x3-4-3-ogc-features-and-geometries-json"><bdi class="secno">3.4.3 </bdi>OGC Features and Geometries JSON</h4><a class="self-link" href="#ogc-features-and-geometries-json" aria-label="Permalink for Section 3.4.3"></a></div>
<p>Op het moment van schrijven van deze handreiking is binnen OGC een <a href="https://www.ogc.org/projects/groups/featgeojsonswg">OGC Features and Geometries JSON werkgroep</a> actief. De werkgroep richt zich op de ontwikkeling van OGC Features and Geometries JSON (JSON-FG) als uitbreiding op GeoJSON. De aanpak is om het te baseren op GeoJSON, alles wat in GeoJSON al is gespecificeerd intact te laten, en het maar zo minimaal als mogelijk uit te breiden. Het wordt dus zeker geen GML in JSON. <p>Diverse software (bibliotheken) ondersteunen het gebruik van meerdere CRS-en. Deze paragraaf geeft een aantal voorbeelden van software die coördinaattransformaties ondersteund en is zeker niet volledig. De voorbeelden zijn bedoeld als handreiking hoe een aantal aandachtspunten uit dit document praktisch toegepast kunnen worden.</p>

<p>RDNAPTRANS™ is een beschermde merknaam. Wanneer RDNAPTRANS™ is geïmplementeerd in een applicatie kan deze worden gecertificeerd door het Kadaster. Voor deze certificering wordt een aanvraagformulier ingevuld waarbij de aanvrager aantoont dat de implementatie is gevalideerd aan de criteria van RDNAPTRANS™. Voor de validatie wordt de RDNAPTRANS™ <a href="https://www.nsgi.nl/geodetische-infrastructuur/producten/programma-rdnaptrans/transformatievalidatie">Transformatievalidatieservice</a> gebruikt. Na deze certificering mag de leverancier de merknaam RDNAPTRANS™ gebruiken. Of een applicatie RDNAPTRANS™ gecertificeerd is kan worden gevraagd bij de leverancier of NSGI. Voorbeelden van gecertificeerde applicaties zijn <a href="https://hub.safe.com/publishers/safe-lab/transformers/rdnaptrans2018">FME</a> en <a href="https://bgtsoftware.nl/dg-dialog-bgt-versie-7-9-beschikbaar/">DgDialog BGT</a>.</p>

<p><a href="https://proj.org">PROJ</a> is een open source softwarebibliotheek voor datumtransformaties en coördinaatconversies, tot februari 2018 was de software bekend onder de naam PROJ.4. PROJ heeft zich ontwikkeld van een software voor conversie van coördinaten tot een software voor geodetische datumtransformaties en coördinaatconversies. In versie PROJ 8.1.1 worden RDNAPTRANS™ en tijdsafhankelijke transformaties ondersteund, versies gebaseerd op PROJ.4 (voor 2018) hebben deze ondersteuning niet. PROJ wordt onder andere gebruikt in de bibliotheek voor het omzetten van dataformaten <a href="https://gdal.org">GDAL</a> en de open-source GIS-software <a href="https://qgis.org">QGIS</a>.</p>

<p>Het is onmogelijk om een volledig overzicht te geven hoe gebruikers in elk geografisch softwarepakket gebruik kunnen maken van de correcte CRS-en en transformatieprocedures. Ter illustratie beperken we ons daarom tot twee voorbeelden aan de hand van veelgebruikte software, namelijk QGIS en ArcGIS Pro. </p>

<p><a href="https://www.qgis.org/">QGIS</a> is een open source GIS-software. De ondersteuning van datumtransformaties en coördinaatconversies is gebaseerd op PROJ. QGIS kan ook worden gebruikt om conform het langelijnenadvies tussenpunten volgens een rechte lijn in de kaartprojectie te berekenen. Het berekenen van tussenpunten volgens een rechte lijn in werkelijkheid (geodetische lijn) volgens het <a href="#vormvastheid">langelijnenadvies</a> is minder eenvoudig, maar kan wel met een speciale functie van PROJ.</p>

<p><em>VOORBEELD</em> QGIS 3.20 bevat diverse implementaties van de transformatie tussen RD en ETRS89 die zijn opgenomen in de EPSG-database. Zodra in een project RD en ETRS89 worden gebruikt verschijnt een pop-up met de vraag welke transformatie moet worden gebruikt, behalve wanneer de gebruiker al een default heeft geconfigureerd. De meest nauwkeurige transformatie, in het geval van QGIS 3.20 is dat de 2D-implementatie van RDNAPTRANS™, wordt als eerste getoond. In onderstaande figuur wordt het pop-up scherm getoond.</p>

<p>De in rood omleidende elementen in de pop-up duiden hier op het gebruik van RDNAPTRANS™, bijvoorbeeld de hoge nauwkeurigheid van de transformatie (0.001 m), de verwijzing naar RDNAPTRANS™2018 in de omschrijving en het gebruik van het correctiegrid in de PROJ-string.</p>

<p>Het Esri softwarepakket <a href="https://www.esri.nl/nl-nl/producten/arcgis-pro/home">ArcGIS Pro</a> biedt ondersteuning voor coördinaattransformaties, waaronder de transformatie tussen RD en ETRS89. Lange tijd is dit de <a href="https://dehollandsecirkel.courant.nu/issue/INFO/2014-09-01/edition/null/page/20?query=">verbeterde benaderde transformatie</a> op basis van de procedure uit 2008 geweest, sinds een paar jaar wordt ook RDNAPTRANS™2018 ondersteund. In versie ArcGIS Pro 2.9, welke in 2021 beschikbaar is gekomen, is ook de transformatie in het verticale vlak, ETRS89 en NAP, geïntroduceerd.</p>

<p><em>VOORBEELD</em> In ArcGIS Pro worden CRS-en en coördinaattransformaties van verschillende bronnen gebruikt, de bron wordt aangeduid met een ‘Authority’, meestal EPSG of Esri. Ieder CRS en coördinaatransformatie heeft een eigen zogenaamde Wel-Known ID (WKID), wanneer de ‘Authority’ EPSG is komt de WKID overeen met de EPSG-code.</p>
<p>Zodra er in een in ArcGIS Pro 2D-data van meerdere CRS-en wordt gebruikt dan wordt automatisch de meest nauwkeurige beschikbare transformatie ingesteld. Voor de 2D-transformatie van RD (WKID:28992) naar ETRS89-GRS80 (WKID:4258) is dat in 2021 conform RDNAPTRANS™2018 de ‘Amersfoort To ETRS 1989 9’ (WKID:9282) transformatie. Eventuele oude (minder nauwkeurige) transformaties, bijvoorbeeld gebaseerd op benaderingen van eerdere RDNAPTRANS™-versies kunnen door de gebruiker ook nog ingesteld worden.</p>
<p>De data wordt op deze manier on-the-fly geprojecteerd van ETRS89 naar RD en vice versa. Het is met de Project-tool ook mogelijk om een conversie te doen van ETRS89 naar RD (en vice versa), zodat de data wordt opgeslagen in het andere CRS.</p>

<p>Wanneer er NAP (WKID: 5709) als CRS voor de hoogte is ingesteld, dan kan er vanaf ArcGIS Pro 2.9 ook een correctie transformatie worden ingesteld tussen NAP en ETRS89 (WKID:115701) en vice versa. Hiervoor wordt de transformatie ‘ETRS89 height To NAP Height nlgeo2018’ (WKID:9283) gebruikt.</p>

<p>Voor ondersteuning van de hoogtetransformatie is een additionele setup noodzakelijk. Gebruikers van ArcGIS Pro 2.9 kunnen deze downloaden op dezelfde locatie waar ook de andere setups van ArcGIS te vinden zijn, namelijk <a href="https://my.esri.com">https://my.esri.com</a>. </p>
<p>Voor RD naar WGS84 (en vice versa) wordt er ook automatisch een samengestelde transformatie uitgevoerd die via ETRS89 loopt: Dus eerst ‘Amersfoort To ETRS 1989 9’ (WKID: 9282) en daar ‘ETRS1989 To WGS 1984’ (WKID: 1149). Bij de laatste transformatie is ETRS89 feitelijk gelijkgesteld aan WGS84, er wordt een nultransformatie toegepast zonder translatie of rotatie. Ook voor de transformatie tussen RD naar WGS84 zijn oude parameters nog beschikbaar voor ‘backward compatability’ met gebruikte transformaties.</p>

<p>Deze handreiking geeft verwijzingen naar bestaande adviezen en voorbeelden van implementaties over het op een passende wijze omgaan met CRS-en in informatiemodellen, in uitwisselmechanismes en -formaten en ook in het ontwerp van landelijke voorzieningen. De Nederlandse Samenwerking Geodetische Infrastructuur is hierbij de autoriteit voor de adviezen over goed gebruik over de in Nederland gebruikte CRS-en die ook vaak ten grondslag liggen aan de gekozen voorbeelden. </p>
<p>Het NSGI-advies voor gebruik van de nauwkeurige en eenduidige CRS-en op RDNAP en ETRS89 landelijk en Europees niveau enerzijds en het SDW-BP advies voor eenvoudig bruikbare wereldwijde CRS-en geven een spanningsveld. Het is aan de modelleur, eindgebruiker en ontwikkelaar om hierin de juiste afweging te maken in de context van de keten van inwinning tot uitwisseling en visualisatie en beoogde toepassing. De handreiking beoogd hierbij een hulpmiddel te zijn. Bij twijfel kan altijd contact worden opgenomen met Geonovum én met de experts in de NSGI.</p>
