Option to disable notifications

Problem description

Currently, we only disable notifications automatically when running on a steamdeck's gaming mode but there's no way to turn them off for other systems (unless using the system's configuration).

Feature description

A checkbox in the general settings to toggle notifications off.

Alternatives

Maybe it can be more complex and we can list different types of notifications and only disable some and not others, not sure if it's worth the extra work though.

Maybe instead of a checkbox we could configure things like: on / off / off while playing a game. In case we want to disable them only while a game is playing to not disrupt that but don't disable them completely.
