Why HJKL don't work?

I can't move between empty lines when I use HJKL? It always gets stuck after I hit an empty line and press L

Is this using uppercase L or lowercase l? They perform different motions. Also, do you have word wrap enabled? There are known issues with IdeaVim and word wrap.
