I noticed the following note in #507 CI actions:

ubuntu-latest pipelines will use ubuntu-24.04 soon. For more details, see https://github.com/actions/runner-images/issues/10636

Please take a look at the issue they are referencing. Maybe the problem we were hitting was from an earlier version of ubuntu being used? It also details what this version restricts us to testing, so worth a check for anything we might care about.

I guess the main question is whether we can go back to using ubuntu-latest once the pipelines are using 24.04 everywhere.
