Remove or update total out-of-date hardhat-boilerplate from tutorial docs

The referenced hardhat-boilerplate is totally out-of-date. People made PRs to update the dependencies which are ignored, which makes it look you totally abandoned the repo.

As a dev this is more confusing than helping and I expect this to be somewhat up to date or not mentioned in the docs which just leads to unnecessary debugging.
