Notes about item rarity vs power

Some items have mismatched rarity compared to their power. Here's an explanation for why this is needed.

Examples

Claws of attack gives 25% attack damage just like Unyielding Maul but doesn't have the downside of miss chance.

Shimmerweed gives more damage against orcs (45% vs 25%) AND it also gives a big bonus to spell damage.

Reasoning

This makes the Reassemble horadric recipe more interesting. Since it's possible to get very powerful common items from Reassemble, this gives an incentive to use that recipe.
On the other hand, having lackluster uncommon items also serves a purpose of having "unlucky" results from transmutations.

Uncommon items are in general more powerful than common items but there's some amount of power overlap for the best common items and worst uncommon items.
