docs: meta.pycqa.org code-of-conduct hyperlinks are not redirecting as expected. #1236

Hello,

The (Contributor Covenant) Code of Conduct for PyCQA does exist and appears to be hosted at: https://meta.pycqa.org/code-of-conduct.html

However, currently at commit acbcec4 there are two hyperlinks in this repository that point to the Code of Conduct using the URL: http://meta.pycqa.org/en/latest/code-of-conduct.html and this returns an HTTP 404 response when I request it.

The hyperlink locations in the documentation are:

I can offer a pull reqeuest to update the hyperlinks if that would be helpful; however if these hyperlinks previously functioned correctly and are expected to, then alternatively a webserver-side configuration check may be required.

I don't know who to approach about this; I'm reluctant to tag individual project contributors (some folks get a lot of notifications), but may do soon. I'll try to re-read the meta.git and other documentation/threads beforehand in case that helps finding a contact-point.

@sigmavirus24 @asottile could you review these hyperlinks fix pull requests and/or adjust the meta.pycqa.org HTTP redirection(s) so that the links begin working again?
