[🐞] v2: qwikloader doesn't schedule events

Describe the bug

when eg. clicking a button, the qwikloader executes the corresponding qrl immediately. This has two problems:

• computed QRL code hasn't loaded yet and causes a thrown Promise + rerun
• it might cause [🐞] Qwik doesnt check if-statements before running child useComputed$ or useTask$ #4332 to still fail even though we have effect sorting

I can't attend the weekly contribution meeting, So I don't know where I can get new about v2

The V2 issues are all hard, but the upcoming and backlog issues on https://github.com/orgs/QwikDev/projects/1/views/2?query=is%3Aopen+sort%3Aupdated-desc&sliceBy%5BcolumnId%5D= are all useful to do.
