Newbie help request | Uploading new whitelist

I want to globally whitelist all bridges and upload whitelist.txt file with *

I have RSS-Bridge on Scalingo but I cannot work out how to upload a new file to the deployment.

Is it by FTP or how....I have looked and looked but I am a novice and must be missing the 'how'.

Any help very much appreciated.....
