docs: Sync virtualization install instructions in user-quick-start.md with test/README.md #1789

We have few issues in docs/user-quick-start.md:

Using the libvirt group before installing @Virtualization. Installing @Virtualization must be first
Outdated and unneeded commands to enable, start and check status of the libvirtd legacy daemon
(Fedora uses the new modular daemons: https://libvirt.org/daemons.html#checking-whether-modular-monolithic-mode-is-in-use)

We need to have the same instructions in both documents.

We can avoid the duplicate instructions as part of #1493
