Create header and footer

Create a header and footer based on the color scheme.

Also decide what links should be in there.The Barcelona header feels a bit cluttered, see if we can improve this.

Use this opportunity to check which pages we're missing.

I also agree that the Barcelona header is cluttered.

My proposal would be:

• News (blog posts and updates)
• Location/Travel/Venue (map, info about parking, info about hotels nearby, etc)
• Policies (CoC, inclusion) - alternatively this could be kept only in the footer
• Past Events
• Call to action: this will initially be "Submit a Talk", then later "Get Tickets"

And later on, add a "Schedule" link.

This structure would involve taking the different components ("talks", "workshops", "impl days") and combining them into a single, longer page (which I think gives a better overview of the quantity and diversity of content anyway!)
