[docs] route-options doesn't seem to be a final action

The current (up to Jan 25, 2025) documentation puts the "route-options" subsection in the "Final actions" section. However, this action does not specify where the connection will be routed to: there is no outbound tag, and thus doesn't seem to be a final action. Also, according to the source code, I think it is a non-final action, and shouldn't be placed under the "Final Actions" section.

If this is the case, I think it'd be better to move this subsection to the "Non-final Actions" section.
