[iOS] some media keys work only with screen on

I have encountered some strange behavior on iPhone 14 Pro (iOS 18)

While Vol up/down and Play/pause work flawlessly, the Previous/next track only wake up the screen (after it has turned on the keys work as expected)

Is there a way to allow track skip keys to work with screen off? Maybe it could be circumvented by sending some 'dummy' key to wake up the screen before sending media keys, but I would much more like for it to work without this approach
