User edit showing roles improperly

Current Outcome

When you look at the user list, it will show the user roles correctly, but when you click on edit user and then look at the multi-select box where the user roles are, it only shows the first role for the user. Screenshots attached.

Desired Outcome

Ideally, the roles should be kept intact when editing the users.

Steps to Reproduce

1. Set a dual role for a user
2. Check the table view - the roles will display correctly
3. Edit the user again, and see the role only display the primary one.
