Probably depends on #32816

Today whether or not chalk styles text is dependent on environment variables or explicit args passed to the CLI.

We need to remove the environment variable pattern and have a configuration that is passed to the IoHost that does not access any shared memory. The CLI argument that gets parsed should set this on whatever IoHost the CLI creates
