Ice Stone and guard NPCs are missing from Ethel Rethor - Desolace

Expected Blizzlike Behaviour

There should be

• a clickable Ice Stone game object that spawns Hailstone Lieutenant
• naga guards https://www.wowhead.com/wotlk/npc=26166/heretic-crystal-guard

Steps to reproduce the problem

1. midsummer event
2. add quest
3. go to Ethel Rethor in Desolace
4. observe no guards or Ice Stone

I was testing Bench's PR that was already merged. while the crystal respawnn now. I notice that click in all the crystals if you dont kill the elemental you spawn 3 of them, Is this intended?

I have no source for this, but you should be able to click all 3 stones. Only when you don't have the quest, you can no longer complete the gossip to spawn a guardian.
