BUILDKITE_GIT_FETCH_FLAGS is missing from pipelines/environment-variables #1819

https://buildkite.com/docs/pipelines/environment-variables has similar variables like BUILDKITE_GIT_CLEAN_FLAGS or BUILDKITE_GIT_CLONE_FLAGS. Similarly, this flag is documented in the agent configuration page, https://buildkite.com/docs/agent/v3/configuration#git-fetch-flags
