Unignore wit-parser dependency

We are temporarily instructing Dependabot to ignore updates to the wit-parser dependency because new versions require WIT files to use semicolons. Older versions of one of the tools that use Javy will break if WIT files need to contain semicolons. There is work-in-progress on stopping use of older versions of this tool but it's not done yet. After older versions of that tool are no longer used, we should unignore the wit-parser dependency in Dependabot and update it.
