Describe the bug

When the User is offline and has disabled notifications, he/she receives notifications

To Reproduce

  1. User should have Telegram bot
  2. Chatwoot App must be opened on Mobile
  3. Disabled all notifications
  4. Log out from Chatwoot
  5. Go to the Telegram bot and send message

User receives notification

Expected behavior

When Notifications are disabled, the user should not receive any
