"Disposition date" doesn't seem to be taken into account #83

To verify:

Create a case
Set "Is Convicted" to false
Set Disposition Date to > 4 years in the past
Eligibility determination reads "burden of proof is preponderance of evidence" instead of "clear and convincing evidence"
