The FAQ question "How do I work out a great proposal?" contains

The aplication template should be a link that opens the faq question "Do you have an application template?" with the application template visible.

You'll have to use the full issue url, ie, cobot assign https://github.com/coala/projects/issues/239

Basically, when you click application template in "writing the proposal", it should scroll down to "Do you have an application template" FAQ, where the application template actually is.
