I suggest, that we refactor the WCS (currently in the Vestec branch) and WMS plugins. A new plugin library called csl-ogc-services should be developed and it should contain a common API for communicating with OGC-Webservices.

csp-wms-overlays and csp-wcs-overlays should just be simple frontends and use csl-ogc-services.
