A suggestion for a metric: check whether the version declared in META.yml matches the filename.
What I see is people forgetting to update the META file, this is not enforced in the upload and the result is this weirdness:
https://metacpan.org/release/ExtUtils-Constant (see the version in the title vs the dropdown list selection etc.)
This comes from the indexed data: https://api.metacpan.org/release/ExtUtils-Constant (see the fields "version" vs. "download_url"/"archive")
