From a discussion with @lorrrrrrrenzo and others on Slack:

Is the CUE module for serving HTTP used by Marcel in this talk (timestamped) documented and/or available in the current version of CUE? As far as I can tell, it's not supported by tool/http. I attempted to follow the example provided in the talk, but no luck there. I also wasn't able to find the ocs23 he was working from (which is fine, just noting it)

This issue tracks exposing the tool/http.Serve referenced in that presentation. Likely in an experimental form.

Also noting the v2 issue for cue cmd as #1325
