docs/concept: rewrite new-vs-old-modules FAQ to reflect its role as a guide to new-vs-old #170

Currently, /docs/concept/faq/new-modules-vs-old-modules/ is a concept guide with content taken 97.5% from https://github.com/cue-lang/cue/wiki/FAQ:-Modules-and-v0.9.

As later versions of CUE are released, this page's role as a v0.9-specific guide will diminish, hence its path has been set up as it is. The page title, and some prose, however, currently reflects the fact that v0.9 is the only version released with "new" modules.

This page should have an editing pass performed when v0.10 is released, in order to be more generally useful and less v0.9-specific.
