Acceptance Criteria

app config is broken out into separate config classes specific to their purpose
job runner config, database config, auth config, etc

Tech Notes

using pydantic BaseSettings would work great. It will get env variables or can inject values for testing: https://docs.pydantic.dev/latest/concepts/pydantic_settings/#usage
