Provide a dashboard to track doc builds and stats #183

Once we migrate builds to Strider (#1), the Strider dashboard should give you a birds-eye view of what's passing and failing. Of course, there might be builds that can't be run in Strider for whatever reason (custom preparers, behind the firewall), so it won't be guaranteed to have everything. I do want to have a Deconst dashboard for other purposes too, like identifying stale content. |

For docs, we have 19 repos with 19 separate build jobs. Would be useful to have a dashboard view of all the public and private builds and stats so we can see what's going on and easily provide stats.
