Default to pwsh instead of powershell.exe

@MiYanni Told me pwsh is likely the newer version of powershell. Would it be better to run the install script with pwsh instead of powershell?

Note that we already try this if powershell is unavailable. However, we don't retry with pwsh if powershell doesn't work. Could they have different settings that might make this worthwhile too?

It appears to still have the same group policy issues as regular ps so I don't think it solves the issues I'm running into
