Improve Scroll Behaviour on Cue List #6

When scrolling the cue list manually, it should unlatch from following Eos cues. After a period of inactivity, it should resume following Eos.

Check behaviour of clicking edit and clear buttons as part of this, as this also causes the list to resync to Eos.
