See eclipse-cbi/org.eclipse.cbi#462 as the main trigger.

Since jdt.ls is not part of simrel it's not required to jarsign, we can PGP-sign instead.

Need to request PGP keys to webmaster, similar to https://gitlab.eclipse.org/eclipsefdn/helpdesk/-/issues/4684
Enable PGP-signing in Maven, similar to Enable pgp signing eclipse-shellwax/shellwax#119
