Improve error handling in PDF service

Recently while working on adding a new PDF template for voter registration service(a sample service for digit developer's guide) I faced certain depencies issues and whenever some external call failed, there was no clear error which prompted me to trace the whole flow to check what exactly is going run. Improving error handling and error messages in PDF service can drastically help the developers who are trying to use it.
