In ST 4 on a Mac, that is enough to show the behavior. Unless the cursor is already at the center point top-to-bottom of the view, Sublime will shift the text within the view to center the cursor, then displays the prompt for the Emmet abbreviation that we want to wrap around selected text.
It's not helpful, and would be a nice thing to change.
