Update and align Top panel with title and actions for most of pages #4646

Problem Description:

  • The screens for Statistics, Labels, and the Policy Editing page have several differences despite using similar navigation and control elements.

  • The control panel for Policies is positioned above the header rather than below it.

  • The pages include a back button that takes up significant vertical space but does not fully reflect the hierarchy, as seen in transitions like Label > Rule.

Requirements:

Based on the latest changes in Statistics and Labels, which use similar navigation and control elements as Policy Configurator and Register/Open, the overall appearance (Top panel with Title and action panel) should be updated and aligned to maintain design consistency across pages. Additionally, other pages with internal editing/detail views (Policies, Statistics, Labels, Token Users, User Management, Manage Roles) accessed from tables should also be aligned for a unified look.
