Add HASHIO grafana dashboard json to gitops project #3476

Nowadays we are manually updating the json file at the grafana dashboard

As a first step of automation, we want to:

Extract the json
Commit it to https://github.com/swirldslabs/devops-gitops/tree/main/apps/hashio/grafana
add it to to our comminity chart

And add a deployment process to our doc

In a future issue we will try to automate it
