Convert license header to SPDX identifier

Problem

As part of the move to Hiero, we need to convert license headers to the SPDX identifier.

Solution

• Update gradle spotless config to use SPDX
• Update all files to en masse to use SPDX // SPDX-License-Identifier: Apache-2.0
