Cap file upload size

As of today, there is no limit on uploaded files. We should decide what the limit should be, and work this into the deployment and the Android app.

@hesa: I'm marking this as optional for 1.0, as you need to be authenticated to upload videos anyway. Please update this issue if you want us to deal with this sooner.
