PBJ version 0.9.18 is released, the main Hedera services repo should be updated to use this version.

There is one incompatible change in PBJ between versions 0.9.17 (currently used by the services repo) and 0.9.18: all generated PBJ messages are changed from Java records to plain classes. It breaks all code that assumes some type is a record, i.e. R extends Record. These type constraints must be removed during migration to 0.9.18
