Context

Is your feature request related to a problem? Please describe.
Users need to be creatable, during the Dataset creation, as long as the user exists in the YNet Active Directory.

Describe the solution you'd like
Upgrade/re-imagine dataset creation so that you can either:
a. create a user quickly, then select them, or
b. use raw data, from YNet Active Directory, for owner info, that resolves during datasets/create-service.

Describe alternatives you've considered
Creating users through separate interface, then select them in dataset creation. This is the current implementation, but doesn't provide a nice enough user experience.
