Need an ability to notify a third party when a dataset changes.
As part of the "Change Log" tab tab of the Dataset management page, we need the ability to notify users about changes.
The users notified may not have the ability to log in to the system, as they are not YNet Active Directory users, but still need to be notified.
Describe the solution you'd like
NOTE: "Change Log" tab does not currently exist, so would need to be created first.
Provide ability to add arbitrary emails to some kind of notification list.
i.e. subscription list, that is independent of user list.
Describe alternatives you've considered
Keep using current system permits adding arbitrary emails when sending a subscription update, but it does not track these users.
