[RFE] Modify issue template to include the runtime

Current situation

We don't know the container runtime used by the user. This is very valuable context, as we need to know the version of the container runtime, k8s and runc to properly debug issues.

This would have been helpful with this issue, for example: #25

Ideal future situation

Include k8s, container runtime and runc versions used in the issue template.
