Add TailwindCSS/DaisyUI build process to cookiecutter

The node.js-based build process for using TailwindCSS/DaisyUI in Django server-rendered templates that @brianhelba put together seems to have become a de facto part of Resonant, but it is currently not included in the cookiecutter.

Currently, the only open source project I'm aware of that uses it is ISIC (https://github.com/ImageMarkup/isic/), but there are several closed source Resonant apps that have also copied that configuration. It would be great if this was included in the cookiecutter in some form, since there's a decent amount of boilerplate involved.
