Investigate new ways and reimplement get run apis to return a condensed version of the pipeline

Description:
We need to update the backend get run api to have extra flag to fetch a condensed version of the pipeline. The regular version of the pipeline should still store in object storage but shouldn't pass it via grpc since it will reach the grpc protocol limit of 4mb.
