Our master branch will be for v0.5.x which is using capi v1alpha4 types. We need to separate ci jobs between master branch and release-0.4 branch.

note: please make sure ci jobs for the release-0.4 branch keep using kubekins-e2e 1.18 variant to be matched with the release-0.4 go version and other dependencies.

Similar work already applied in the other provider eg: capz kubernetes/test-infra#20728
