The full error message is:

Error: failed to get provider components for the "digitalocean" provider: failed to read "infrastructure-components.yaml" from provider's repository "infrastructure-digitalocean": failed to get GitHub release v1.3.0: failed to read release "v1.3.0": GET https://api.github.com/repos/kubernetes-sigs/cluster-api-provider-digitalocean/releases/tags/v1.3.0: 404 Not Found []

Which appears soon after running:

$ clusterctl init --infrastructure digitalocean

Somehow I think this error is new and related to a recent update/change. I don't remember hitting this error a day or two ago when I was running clusterctl init --infrastructure digitalocean.

The release v1.3.0 is not yet done and released

You might point to v1.2.0 release if you need that now

clusterctl init --infrastructure digitalocean:v1.2.0

[cpanato]

you can now try again with v1.3.0
release is just out https://github.com/kubernetes-sigs/cluster-api-provider-digitalocean/releases/tag/v1.3.0
