Description

When running the following wrong command:
php artisan migrate:fres
unexpectedly drops all tables and re-runs migrations as if the migrate:fresh command was executed.
it cause to the loss of all database tables and data in it.

Steps To Reproduce

1. Have an existing database with tables and migrations set up.
2. Run the following command:

php artisan migrate:fres

4. Observe that all tables are dropped and migrations are re-run without any confirmation or warning.
