User report: Site notice uses a big part of the screen on mobile device

A user reports, that the site notice uses a big part ("1/3", but that might only be a rough estimation) on his mobile device so that he cannot use the website on this device.

@drdla Would it be a good solution in your eyes not to display the site notice for certain screen sizes or only display the "Switch now" button?

Sorry, I forgot about that issue. Unfortunately, I don't know how we should detect that exactly – I would probably go for a certain min/max device width? I think @drdla can answer that question.
