Like how https://github.com/libindic/unicode-conversion-maps has the rules file in root of the project, make the same here

Gotta implement https://importlib-resources.readthedocs.io/en/latest/using.html and https://setuptools.pypa.io/en/latest/userguide/datafiles.html#accessing-data-files-at-runtime
