v0.18 planning

I think we can release v0.18 after fixing:

• user-v2 regression in master: DNS wouldn't work with existing VMs #1783
• user-v2: make IP addresses deterministic #1785

After releasing v0.18, I think we can change the default VM driver to vz, and release v1.0.

The documentation changes suggested are probably just one-liners, to clear things up.

• Linux binaries need Ubuntu 22.04, or building from source

• Building from source requires go (and git and make and cc)

But we might want to do something about the qemu situation, before 1.0 at least.

• Add "plain" mode (disables mounts, port forwarding, containerd, etc.) #1840
• Relax "QEMU binary /Users/<USER>/.colima/_wrapper/<HASH>/bin/qemu-system-x86_64 is not properly signed" #1850

I also want to see the WSL2 driver to pass CI, but it can be postponed

For v0.18, we have merged user-v2 enhancements and WSL2 driver

• Support for configurable network address for user-v2 #1626
• feat: add WSL2 driver #1721
• Support for deterministic ip for user-v2 network #1801
